O2 Germany to roll out Lumia Cyan and Denim at same time in one update process (Q4)

Instead of testing and pushing out Cyan first and repeating the same thing with Lumia Denim, O2 Germany have decided with Microsoft to do roll out both at the same time in Q4 2014 as one update process.
In “one process” does this mean users at O2 Germany won’t have to update to Cyan first and then Denim? I.E. just one update as the article suggested? Yesterday, NokConv outlined that to get Denim, users have to have Cyan first. Perhaps something lost in translation.
Those on the Developer Preview who haven’t got Cyan yet might get it when Denim is rolled out?
