What you’re looking at here is an attempt on a Belle theme to look more like a MeeGo one.
MeeGo-Harmattan is a very clean, minimalist, consistent experience. Note, this isn’t a skin, this is still Belle UI pretty much but working within that frame to make it more MeeGo-Harmattan like.
