Windows and Windows Phone developer registration merges.

As a result of new changes, Windows store devs are also now Windows Phone store devs, and vice versa. Windows devs can register WP apps at no extra cost and likewise for WP devs making W apps.
Registration for a single account is $19. Existing devs will get a code email this month that gives them a free one year renewal.
