It was a feature of Nokia Cyan but if you have Nokia Camera Beta and set the settings to ‘default’, it begins saving pictures as ‘Living Images’. This is demoed as a the second or two just before you take a photo.

You don’t need to do anything. Whilst flicking through the gallery, the image will ‘play’.

Not sure if you require an update on the Nokia Storyteller app. If you have WP8.1, you’ll most likely have the auto-updates on anyway.

On top of these default living images, pictures taken with Nokia Refocus AND Nokia Cinemagraph will also momentarily be brought to life without the need to open that app (ideally though, they’d play automatically anyway in gallery).
