WP8 Blue eBay Nokia Lumia 920 recovered by MS

The excitement yesterday over the leaked WP8 new firmware with such things the new notification centre and improved calendar view has been recovered by Microsoft.
The temporary owner of the new WP8-Blue 920 from eBay will be reimbursed AND a new phone. TheVerge’s sources say that what we saw was WP8 Blue.
Questions:
- When are we getting this?
- Who can get this? (All WP8 users? WP8 users with certain RAM? WP8 users on certain networks?)
- How close is what we saw to the final iteration?
- What else is there that we haven’t yet seen?
- What under the hood improvements might there be? (Speed changes, battery improvements, new features/hardware compatibility etc)
