Leak or fake? Blurry cam shot of WP8.1 quick settings and notification options?

Here’s a blurry cam snap of what’s supposedly notifications customisation and quick settings on WP. Is this notifications or quick settings that we were told about? Network/brightness/wifi/plane mode. (Longer swipe down would produce notifications whilst quick tap would show settings)

Then there’s toggles for notifications of emails and other accounts, messaging and possibly others below. It also says “allow banners”.

Perhaps for brightness it would have been nice to have that toggle there to slide as you want?

What bothers me about this pic is that it feels like someone has purposely attempted to make it blurry cam style. Also, it’s a screenshot as opposed to the actual notification ‘snapped’ on camera (three dots). Maybe a real image which instead of presenting as a screenshot, used blurry cam to make it seem more believable. Or maybe it’s not real.
